why won't obama let the banks return the tarp money?

golman sachs, jp morgan, and bank of america all want to return the money they got so they can gain their freedom back and geithner won't accept the money back..

does anyone know why? is it in something they signed?

I don't think gov is forcing banks to keep TARP money.

In fact, many are eyeing to repay the gov TARP money soon. I see articles noting some banks already paid back portions of their TARP money.
