North Carolina Outer Banks: Help me decide between two areas to stay?

We're going in June with 4 kids and trying to decide between a house in Corolla at Whalehead Beach, or further south in the Rodanthe/Waves/Salvo area. We don't mind having to drive to stores and other amenities, we just want the most uncrowded and safe

Rodanthe and Salvo would be my pick also
any of the more southern destinations you will find much less crowded
